Mr. Chairman. I intend to vote in support of H.R. 1. including title IV. Our present welfare system does not work well at all. Coverage is nonuniform. incentives are lacking. working requirements are not considered. costs are high and rising. and "welfare immigration" is rampant. H.R. 1 offers some hope for improvement through incentives. mandatory training. mandatory work. and day care. It also will relieve some State cost obligations. The present "Federal" system binds the States to a Federal program they may or may not like. and in turn binds the Federal Government to State expenditures it may or may not like.
