Mr. President. you and I know that the Vietcong. and certainly the Pathet Lao. do not come with clean hands when it comes to the destruction of human lifeterrorist activities. assassinations. and other kinds of violence. But when we start to talk about the creation of refugees. particularly in Laos. as shown in the Governments report. the number of refugees increases by the same geometric progression as the bombing does. as it did in 1969. It is virtually Identical. After the escalation of the bombing in 1969. the one study that was made by the Government. shows that the refugees are createdand it states this clearly--as a result of our air activity. I think that is something which has been much disputed. but the facts are clear.
