President. I join the distinguished Senator from Missouri in expressing the hope that as much as possible of the report of the two staff members can be declassified. I ask the Senator if it is not the fact that in discussing the allegations regarding the socalled massive U.S. bombings in the north. the charge was the bombings caused great losses among the civilian Laos population and were principally responsible for the refugee problem in Laos. Is it not a fact that the committee investigators do not come to the conclusions I have stated? As a matter of fact. they point outwhile they treat it brieflyit is my understanding. that what they found was that while there had been occasional injury to the civilian population. there have been great efforts to avoid it. and that the refugee problem was due to many things. among which the bombing was one. But generally these two charges repeated in the press are not actually borne out by the two staff members.
