Such a mindless use of power at this timeafter the bitter and discredited experience in Vietnamonly shows a continued insensitivity to the people of Indochina. We know that since 1965. over 1 million civilians have been wounded and 325.000 civilians have been killed in South Vietnam alone. In little more than a year. up to 11/2 million persons in Cambodia have apparently become refugees. In Laos. which has been the principal target of our unrestricted air war. official reports on the number of refugees now extend to over 300.000. There is only one sure way to stop those bombs. There is only one way to stop the escalation in civilian casualties.
