Session #92 · 1971–73

Speech #920050179

At a moment of grave national peril. we need a mechanism for raising an army and navy necessary for defense. But. aside from such a situation. we have traditionally refrained from providing military manpower through compulsory service. The draft has been an unusual phenomenon in American history. It has been rarely used. As a result. thousands of immigrants came to this country to escape the forced servitude that was characteristic of the requirements for military service in Europe. The United States was known as a country of freedom where this form of national service was the exception. not the rule. Senator GOLDWATER has stated the case forthrightly: This is a moral matter.
