Justice demands that these trials be open and the defendants be assured of their rights as guaranteed by the United Nations Declaration of Human Rights. For many Jews living in the Soviet Union their main desire is to leave Russia. but they are denied that opportunity. In order to help provide this opportunity. I joined with many of my colleagues in sponsoring H.R. 7887 which would authorize 30.000 special visas for Soviet Jews who are permitted to leave the Soviet Union and wish to come to the States. This bill is intended to challenge the Soviet Union to permit those Jews
