Mr. President. I am pleased to join in cosponsoring S. 1872. a bill for the relief of Soviet Jews. which would authorize the acceptance into the United States of an additional 30.000 Russian Jewish refugees each year. Though it is extremely unlikely that the rulers in the Kremlin will agree to let these people emigrate from the Soviet Union. it will be a beacon of hope to and an expression of sympathy with these people if we in the Congress agree to allow them to come to the United States. The idea behind this bill is very simple. those who are persecuted in the Soviet Union. those who are denied even the most basic right to livelihood simply because of their religious belief will be welcomed in the United States.
