Under his leadership the House has passed the following major pieces of legislation of great importance to the country: The CellerKefauver Act of 1950. The Civil Rights Acts of 1957. 1960. 1964. and 1968. The Voting Rights Act of 1965 and the Amendments of 1970. Three constitutional amendments. A fourth constitutional amendment giving 18yearolds the right to vote which is now before the States for ratification. The Immigration Act of 1965. and Court reforms. That Chairman CELLER involves himself in the most controversial legislation and yet retains the affection of his adversaries is due to his keen wit. great sense of humor and his unfailing fairness. In the 3 years that I have known him and worked with him.
