The passport itself is issued only by the Department of State. either in Washington or at one of its 10 passport agencies around the country. The problem which this bill addresses is the matter of making application for the passport. When an individual applies for a passport. he must fill out an application blank with basic vital statistics. give evidence that he is a citizen. such as a birth certificate or naturalization papers. and supply two photographs. Applications are presently taken at one of the U.S. passport agencies. a clerk of a Federal court. or .a State court having naturalization jurisdiction. At the time of application. the individ ual pays $2 for the applicaion and $10 for the passport itself. In the case of applications before a Federal authority. the $2 is paid into the Treasury.
