Mr. President. the United Nations Relief and Works AgencyUNRWAhas been responsible over the past 20 years for caring for the :health. sanitation. housing. and food needs for the 1.5 million Palestinians living in refugee camps in the Middle East. Last year in Congress an effort was made to restore U.S. funding of UNRWA to levels equal to pre1967 levels. The effort was only partially successful. UNRWA now faces a $5 million deficit and sever cutbacks will result if its budgetary needs are not met. To give further insight and understanding to this. problem and the functions of UNRWA.
