If this generous woman has enough love in her heart for Tony. how can we in Congress deny him this greatest of all gifts? The bill I introduce today. Mr. President. would prevent this tragic inequity by permitting Tony entrance as a prospective adoptive child without regard to the "spouse" requirement. I cannot imagine that this Congress. in drafting our immigration laws on the adoption of children abroad. ever intended to prevent a fine. stable. loving. woman like Dorothy Person from adopting an orphaned child like Tony. and I therefore urge my colleagues to give this bill their favorable and expeditious consideration.
