These are claims that arose between the date of securing the Islands and July 1. 1951. A total of $20 million is authorized for making payments on this category of claims. which we are advised is adequate to meet the claims that may be filed. Title III of S. 860 amends the Immigration and Nationality Act to permit citizens of Micronesia to enter the United States freely without regard to the quota and visa provisions now applicable to them. For nearly 20 years it has been necessary to regulate both the entry of persons into the Trust Territory and the departure from that area of its citizens. Until 1963 even the entry of U.S. citizens into the territory was restricted.
