So I think Government has a responsibility to provide jobs if private industry cannot. This is one way to do it. The main reason that I support this legislation is this: We were having a committee hearing in the Committee on Agriculture and there were some migrants who came from the State of Michigan to testify. One of the migrants testified how a migrant worker in my area came all the way to Michigan to earn $45 a week. A member of the committee asked the person who made this statement. "Why do you think he would do it?" His answer was very simple. He said. "He was too proud to beg. he would rather work for $45 a week and earn a little to support his family working than to beg a lot from the Government." Mr. Chairman. this helps the migrant workers. it helps the highly skilled workers. I believe it is a basic responsibility of Government when private resources cannot give the employment to the people to give them the jobs before they put them on welfare. Our people need jobs. they want to work. this is one way of helping.
