I commend to the attention of my colleagues "The Brussels Declaration" by the World Conference of Jewish Communities on Soviet Jewry. Mr. Speaker. there is no excuse for the treatment of Jews such as has been the case all too often in the Soviet Union. They have been denied the study of their culture. of their tradition. and worst of all even of their religion. They have been denied exit visas to the nation which they consider their own home. Israel. And. finally. they have been denied the right to exist as Jews through the policy of invoking lengthy criminal sentences when their only crime has been their wish to live in another country.
