Mr. Speaker. I have today introduced a comprehensive bill to establish a worldwide ceiling on immigration with a fair and rational system for the selection of immigrants. The time has come to recognize the practicality and necessity of a uniform world wide ceiling on the number of immigrants who come to the United States each year. My bill proposes a new preference system which will offer flexibility and assure fair distribution among all nations. The bill also provides for the admission of refugees who satisfy the Attorney General that they are qualified as such under the terms of the Protocol Relating to Refugees of which the United States is a signatory.
