Mr. Speaker. I rise in support of H.R. 1535. a bill to amend section 312 of the Immigration and Naturalization Act. This bill is similar to a measure I sponsored which passed the House on December 4. 1967. but did not become law because of the failure of the Senate to act. This change is still greatly needed to obtain equity for many deserving persons. and I am happy the House is acting on it early in the 92d Congress. Section 312 which was amended by Public Law 82414 provided that aliens who were 50 years old and who resided in this country for 20 years. as of the effective date of this act. could become naturalized citizens without meeting the requirement of being able to read. write. and speak the English language. It happened that the effective date of that act was December 24. 19.52. Thus any alien born before December 24. 1902. and who lived in this country for at least 20 years could have the benefit of this waiver.
