Mr. Speaker. just recently. Albert J. Ruffo received recognition from one of the largest newspapers in the San Francisco Bay area. the San Jose Mercury. Albert J. Ruffos beginnings were humble. but his Italian immigrant parents instilled in Al the spirit of selfimprovement coupled with a fierce belief in education and competition. Leaving behind him a versatile record of achievements. Al was appointed to fill an unexpired term as a member of the board of trustees of the California State college system. .during which time he was twice chairman. Those years were probably the most difficult ever experienced by institutions of higher education in this country.
