Mr. Speaker. on Friday. March 12. 1971. as chairman of the Subcommittee on Immigration and Nationality. Committee on the Judiciary. I sent a letter to each Member of the House of Representatives calling attention to the change in the committee rules of procedure governing consideration of private bills relating to Immigration and nationality matters. With minor modifications they are the same rules which existed during the previous Congress. The members of the subcommittee hope by diligent effort to eliminate the long waiting period between introduction and consideration of private legislation. and intend to substantially reduce the entire backlog of the great number of private bills now pending which were first introduced prior to the major change in the committee rules of procedure in the last Congress.
