For the first time in more than a decade. men talk of "if I find work" rather than "when I find work." The Emergency Employment Act of 1971. which I cosponsored. would finance vitally needed jobsnot at some far in the future datebut immediately. The $750 million available now would permit some 150.000 jobs to be opened across the 17ation. Mr. President. this bill also insures that the needs of those groups who have traditionally suffered persistent unemploymentthe migrant workers. the nonEnglish speaking. the Indian. the blackwill be considered in the allocations of funds. Mr. President. some have argued that this bill would only offer makework jobs.
