As Americans. and not as members of a particular creed. racial or ethnic group. we must do all in our power to preserve mans basic rights and should publicly condemn any attempt by totalitarian governments to curtail these rights. It is for this reason that I have introduced this legislation. By requesting the President to exert diplomatic pressure on the Soviet Union to permit Jews to emigrate from the U.S.S.R. to Israel or other countries willing to receive them. we will have taken a determined step forward in freeing the second largest Jewish oommunity in the world from the scourge of Soviet oppression.
