Mr. President. The legislature of the State of New York. representing almost a tenth of the population of our Nation. has adopted a resolution indicating Its concern with manifestations in the Soviet Union against its Jewish population and memorializing the Congress to endeavor to persuade the Soviets to discontinue these practices and permit emigration of Soviet Jews. This resolution is evidence of the concern which pervades the Nation with respect to this issue. a concern which Is in the finest historic tradition of our country. dating back to the early years of the ReDublic. I ask unanimous consent to have printed in the RECORD the resolution of the legislature of the State of New York.
