Mr. Speaker. the power�ful Japanese textile industry and its Washington lobby obviously are calling the tune in textile import negotiations. Mr. Speaker. the American textile industry and its 2 /2 million employees deserve from our Government the same consideration as the Japanese lobby receives. We are only seeking equal treatment and "equal time." During consideration of the textile quota bill in the last Congress we were subjected to a barrage of propaganda and misleading statements from the Japanese Washington lobby. They opposed legislation at every turn. Finally. the House passed the legislation over their powerfulopposition. But when legislation was again introduced on January 22. they quickly followed with phony proposals to again undermine negotiations and forestall the legislation.
