Speaker. today I am introducing the Soviet Jews Relief Act of 1971. This is a simple bill. but behind it stands a noble American principlethat this Nation has always been and should always remain a haven for the oppressed of other lands. The bill authorizes 30.000 special visas outside the regular immigration quota system for Soviet Jews who are permitted to leave the Soviet Union and wish to come to this country. � Up through the earide part of this century. the United Statis had no restrictions on immigration. and every schoolchild can recite the successive waves" of persecuted minorities who sought our shores and enriched our national lifePilgrims. Huguenots. Catholics.
