A recent report prepared for the Urban Institute of Washington concludes: The education of future outmigrants places a heavy drain on limited rural resources. The loss of human resources may seriously hamper the ability of rural areas to maintain viable communities.... There Is evidence that migration is largely motivated by economic considerations and that the migrants themselves earn substantially more income as a result of migrating. This is a most important bill and I strongly urge the distinguished chairman of the Committee on Ways and Means. which has jurisdiction. to conduct hearings and that the members of this great committee weigh the merits of this bill in the light of the urgency of the hour and -the need for rural development in America. .
