Conn. DEAR ADMIRAL ENGEL: Recent hearings held by the State Department Organization and Foreign Operations Subcommittee of the House Foreign Affairs Committee of which I am a Member and concerning the attempted defection of a Lithuanian sailor aboard a U.S. Coast Guard Cutter indicated a lack of formal instruction to Coast Guard officers on United States policy concerning political refugees and indeed in other areas of history and political questions. As a Member of Congress and as a Member of the Board of Visitors to the United States Coast Guard Academy. I should like to know what courses in American Government and American History are offered at the Academy. I am particularly interested in knowing whether or not any instruction is given concerning our Nations traditional protection of human rights. with specific reference to the right of asylum for political refugees. I shall appreciate hearing from you on this important matter at your earliest convenience. Sincerely yours.
