There are human needs and human interests at stake and this is always important. Mr. President. if we were to put ourselves in the position of American immigrants. and consider that it was us who were faced with a change in our citizenship. we could imagine some of the practical and emotional concerns that would confront us. There is no reason to add to these. in the case of permanent residents. by refusing to allow amateur radio enthusiasts among them the right to operate their equipment for several years while they await American citizenship. There is no opposition to this measure.
