MIKE FEIGHAN has performed devoted service to both his constituents and to the Nation. As secondranking majority member of the Judiciary Committee. he had a long and welldeserved reputation as an expert in matters affecting the Federal bench and the judicial branch generally. And. as chairman of the Subcommittee on Immigration and Nationality. he was in no small measure responsible for the United States having immigration and naturalization laws which are among the most enlightened in the world. Personally. it has been a great pleasure and privilege to have served with MIKE FEIGHAN on the Ohio delegation for the past 16 years. I will not soon forget his many kindnesses and help.
