He has brought to our attention a matter which needs continuing attention on the part of us all. There are agencies like the Intergovernmental Committee for European MigrationICEMthat can serve as important and useful vehicles to alleviate the plight of the Soviet Jewry. In this connection. I would like to repeat my hope that some means can be found to facilitate the free emigration of Soviet Jews and others who wish to join their relatives elsewhere. I appeal to the Soviet leaders for understanding and compassion in helping to accomplish this humanitarian objective. Our own Government should press forward on this issue through international bodies such as ICEM and through direct contact with the Soviet Government.
