Mr. President. the 91st Congress authorized $49 million assistance to migrant workers for fiscal year 1971 to be administered by the Office of Economic Opportunity. This sum. which will be used to aid more than a million desperately poor individuals. is less than 12 percent of what the administration wanted the Congress to authorize in fiscal year 1971 to subsidize a supersonic transport airplane to fly the jet set to Europe at a speed greater than the speed of sound. This. while migrant workers and their children are still living in squalor in many parts of our country.
