Another .important. feature of the bill is that it provides for a Boating Safety Advisory Council which will consist of 21 members selected to assure adequate representation from all segments of the. boating community. The purliose of this Advisory Council is to insure that the boating community will have an input into such important recreational boat. safety matters as the promulgation of standards for the manufacture of recre* ational boats. In addition to the features mentioned above. this bill provides for the numbering of all undocumented vessels equipped with propulsion machinery and encourages boating. safety by providing. uniformity among the various States with respect to the aspects of boating. safety. Any person who willfully uses a vessel in violation of this act or the regulations issuedthereunder shall* be subject to a fine of not more than $1.000 for each violation or imprisonment not more than 1 year. or both. Any person who manufactures. corigtructs. assembles. or introduces into interstate commerce a vessel in * violation of the act or its regulations shall be subject to a civil penalty of not more than $2.000 for each violation.
