Mr. Speaker. I have today introduced a Joint resolution expressing the regret and dismay of the Congress and the people of the United States as a result of the inexcusably callous action taken by the commander of the Coast Guard cutter Vigilant on November 23 when he ordered American seamen to forcibly restrain and return a refugee sailor to a ship of the Soviet Union. My resolution also calls for President Nixon to personally appeal to the Soviet Union for the release of the Lithuanian refugee and his family. Not only. as I have said earlier in this Chamber. Is this action by the Coast Guard unconscionable. it is totally alien from the traditions of the United States.
