Mr. President. a week ago yesterday. a Lithuanian seaman made a dramatic leap for political asylum by hurling himself r. cross the 10foot gap separating a Soviet vessel from the Coast Guard cutter Vigilant. At the point where he crossed from the Soviet vessel to the American vessel. the seaman in question had become a political refugee in the full sense of the term. But 10 hours later he was forcibly returned to the Soviet fishing trawler by Soviet crewmen who boarded the Vigilant with the permission of the Coast Guard. In the process the man was savagely beaten by the Russian crewmen. kicked unconscious. trussed. and carried off.
