We can now expect that the actions aboard the Vigilant will be investigated thoroughly. Yet the determination of responsibility for this particular incident should not overshadow the larger issue with which this country must deal. As signers of the Geneva protocol and as a country that has traditionally welcomed and protected individuals seeking asylum. we must make sure that the issues and principles involved are understood by those who will be in a position to enforce them. For the future. the decision of who is granted asylum cannot be left to chance: rather. there must be careful contingency planning. Otherwise another such incident may occur again.
