From January 1969 to October 1970. their numbers have grown from 48.000 to 101.000an astounding 106percent jump. During this period. their longterm unemployment15 weeks or longerhas nearly doubled. increasing from 115.000 to 218.000. In spite of this critical need. older workers are still underrepresented in existing manpower programs. The recently passed Employment and Training Opportunities Act. S. 3867. has a number of categorical programs for certain target groupssuch as older workers. Indians. migrant workers. and Spanishspeaking minorities. One such measure is my middleaged and older workers employment amendment. which is also cosponsored by the Senator from New Jersey and the Senator from Massachusetts . This proposalenthusiastically endorsed by the National Council of Senior Citizens.
