budget faces a $6million deficit. This is due to the increasing number of refugees. Bear in mind that some of these refugees have been in camps since 1948 and they are increasing within the camp by natural procreation. and the increased numbers fleeing into camps from homes disturbed by political consequences of the times. Cuts will be necessary if additional funds are not found. and education and technical training will be the areas in which cuts are first made. There must be funds for these areas because one finds in the past where men had the skills or semiskills they found themselves out of these camps. The main thing is to get the people out of the camps. As long as they remain in the camps we do more to provide backing for the Fedayeen. the Al Fatah. and other guerrillas than any one thing I know of. CommissionerGeneral Laurence Michelmore recently reported that they cannot even supply the refugees with their monthly ration of soap due to this deficit. Things are in crisis proportions. We can realize these consequences and the evil and the bad that exist by even having such camps.
