This is why just a year ago the judiciary subcommittee on refugees. which I serve as chairman. recommended the creation of a bureau of social and humanitarian services within the Department of Stateand why I wrote a letter to President Nixon on September 17. submitting a detailed proposal to accomplish this objective.
