As has been amply pointed out. this is no more than a utensil. a tool. a weapon that the President may use if he sees fit. but. Mr. Chairman. we tried to get a voluntary quota system with the Japanese and they would not even talk with us. It was not until legislation was introduced and started to move that they even agreed to meet and talk with us. They are now making progress because of what we are doing on the floor today.
