Mr. Speaker. my opposition to H.R. 19318 providing taxpayers dollars for family planning has more to do with what is not being said nor considered rather than with what may have been led to feel will be accomplished. As our young people are penalized from a full enjoyment and challenge of living with talk of limited families. silence prevails on the number of immigrants who each year enter the United States.
