Mr. President. on September 28. 1970. I was pleased to receive. in answer to an inquiry I made of the Department of State. their reply that Dr. Mingmin Peng. a noted proponent of the Formosan Independence movement. has been granted a nonimmigrant visa to enable him to accept a research position at the University of Michigan. Dr. Peng was arrested on Formosa in 1946 for advocating the overthrow of Generalissimo Chiang Kai Shek and declaring the independence of Formosa. Earlier this year. he escaped from house arrest to Sweden. Recalling my long and vain Intercession in the early sixties on behalf of another Formosan.
