In justice to those who would seek to enter our borders and contributeto Americas life force. I urge that this proposal receive early consideration. Again let me say that I introduce this bill in the hope that the Judiciary Committee will examine all of its provisions in light of its expertise in these matters to see What portions of the bill should be adopted and what other changes in our immigration laws are needed and would be beneficial.
