I do not know that anybody would argue that there is any starvation. So far as the civilians are concerned. If they do not have any food they go to refugee camps. and many of them are in refugee camps. With respect to the program. the one independent study I know of commissioned by the Department of Defense. made by the Rand Corp.. stated that the program was counterproductive because of the morale factor involved. As a matter of fact. as the Senator said in his own speech: A Rand Corporation study conducted at the Departments request concluded that the program was largely counterproductive given Its alienation of the civilian population.
