I am a strong support of the South Vietnamese land of the tiller program. For the past decade and a half. a number of Americans. beginning with the late President Eisenhower. have spoken of the need for such a program. The land of the tiller program is designed to transfer the ownership of approximately 21/2 to 3 million acres of land to some 1 million tenant and refugee families. I am convinced that this will give the tenant farmerswho comprise onethird of the total population of South Vietnama lasting stake In their Government. But this program must be speedily implemented.
