If I may interrupt there. it is the opinion of the counsel of the Migratory Labor Subcommittee that the number of employees estimated to be covered is actually inflated. because the fact is that the statistics are so loose and vague that the employees are not even accurately counted. and that the tests for coverage. almost by definition. will eliminate many. Thus. in addition to the eight employees for 26 weeks test for the farmer. each employee must meet State eligibility standards for experience in the work force. a test which may be particularly difficult for migrant and seasonal farmworkers to meet.
