Tex. Dr. Lipscomb headed a "sixman mebdical teaih which studied in dpth the health probiems of. -migrant Workers in Florida and Texas. The study revealed that these unfortunate people are blagued by 9 multitude of diseases and dental problems which go unattended because of the lack of adequate health and hbspital facilities. I Providing health services for higtant workers and their families isof great concern to me. In the first session.of this Congress. I introduced S. 2660. to expand the authoriation for funds for migrant health services. The lgislation was signed into law on March 12. 1970. and is Public Law 91209. Under this law. funds authorized for health care among migrant wotkers and their families will rise from the present level of $i5 million to $20 million in the chrrent fiscal year. in fiscal 1972 $25 million and $30 million in fiscal year 1973. But these are tokens. not nearly enough. In hearings on my bill in Texas and Washington before the Health Subcominittee and the Migratory Labor Subcommittee of the Comffiittee on Labor and Public Welfare. numerous experts testified as to the paucity of health servie.. for the migrant and his family: In the fall of last year. Senator MONDALE and I traveled to the lower Rio Grande Valley and personally inspected Clinics. labor camps. ahd the living conditions of the migrant families. The conditions V(e observed were shocking. This experience increased our resolve to confront the conscience. of America with these conditions and obtain prompt action to correct them. Mr. President. the problems of the migrant workers of America cry out for immediate solutions. We in Congress must act soon to enact comprehensive legislation in this area. I recommend to all Senators who did not have the opportunity to hear Dr.
