Mr. President. those who cry thatimport quotas would be costly to consumers should examine some other causes. A good example is the case of beef which is under quotas. although the limit was exceeded this year. Beef prices have risen since the quota law was passed in 1964. But the price the farmer and rancher receives for the cattle from which this beef comes gets no more today than they did 20 years ago. Inflation is robbing all of us and is the real cause of higher prices. For too long we have seen what little protection American industry has had from cheap imports whittled away.
