Kirwan will long be remembered by all of us as a legislative leader whose record of 33 years in the House of Representatives is distinguished by his vigorous leadership of the Democratic Partys Campaign Committee and of the House Public Works Committee. Mr. Kirwan further served his country and his constituency as an ardent conservationalist and a champion of the cause of the too often forgotten American Indian.
