There are literally millions of children in this Nationin inner cities. in rural areas. and elsewherewho are receiving no dental care whatever. Nearly half the children in the Nation under the age of 15 have never seen a dentist. we read in yesterdays paper of the terrible deprivation suffered. in this regard. by children of migrant workers. We need to remedy this situation and we need to discover the best ways of doing it. Section 510 is explicitly designed to accomplish both purposes.
