Mr. President. exiles and refugees from Castros Cuba. since 1962. have been constantly harassed in their efforts to help liberate their own country. On June 6. 1970. Costa Ricas Foreign Minister Gonzalo Facio called for action by the nations of this hemisphere to rid Cuba of its Soviet overlord and to put an end to Castros outflow of aggression and subversion against their governments. I should like to point out in this connection that Mr. Facio speaks for no reactionary government. but for the liberal administration of that noted Latin American statesman. now President of Costa Rica. Don Jose Figueres.
