Castro has imposed certain restrictions on those who may leave. and no males between the ages of 17 and 29 are now leaving Cuba. Most of the people who are leaving Cuba at this time are invalids. the aged. the blind. and children. The refugees that they are talking about coming to this country and making a significant contribution are Cubans who have escaped Cuba through Mexico and have come to this country at their own expense. What I am saying is that we ought to stop bringing Cuban rejects to this country when we have so many of our own problems that we ought to be trying to correct. I would like to ask the gentleman a question with regard to the statement that was made that these people are industrious. and that these people coming here seek work. If that were the case. why are 50.000 Cubans. or 10 percent of the Cuban refugees in this country. now on welfare that the U.S. Government has to pay for?
