Perhaps it could be done and incorporated at a later date. As I said before. frankly. in committee we objected to this not on its merits. but Just on the basis that we did not know how it would work. These migrant workers will be working in four or five States during the year. and if their employers contribute to the unemployment fund of four or five States. which State is going to pay the unemployment compensation? And if they have different rates of unemployment compensation in the different States. under what basis will it be paid? It is a mathematical problem which we did not know how to solve. and that is why we hope the amendment will not be accepted at this time.
